France is on the move with Open Education

There’s a lot going on in France to interest the Open Education Community these days.

This week, 13 and 14 October, the Ministry of Education, Higher Education and Research in cooperation with UNESCO will host a conference on digital learning in higher education, featuring talks on open education and MOOCs, and their role in the digital future of higher education in France.  OEC Board Vice President Sophie Touzé will be a featured speaker.

The Ministry of Higher Education put out a press release of actions for the new school year, which included a pledge to do more in open education, along with highlighting recent achievements:

La contribution française au mouvement “Open education” dans la francophonie

La France s’engage davantage dans l’“Open Education” afin de participer à ce grand mouvement mondial de diffusion des savoirs et de mise à disposition des ressources numériques universitaires au plus grand nombre, quels que soient ses origines, ses moyens, son sexe ou sa situation (étudiants, salariés, demandeurs d’emploi, etc.).

Avec l’Organisation internationale de la francophonie et l’Agence universitaire de la

francophonie, la France a présenté au Mali, le 17 juin 2016, la création du méta-portail IDNEUF accueillant aujourd’hui plus de 35 000 ressources universitaires francophones en accès libre et gratuit.

France’s Contributions to the Open Education Movement in the Francophone World

France commits to Open Education and pledges to do more to participate in this great global movement to disseminate knowledge and ensure the provision of digital educational resources in increasing numbers to everyone, regardless of their nationality, gender or situation (students, workers, job seekers, etc.).

This past June in Mali, along with the Organization Internationale de la Francophonie and the Agence Universitaire de la Francophonie, France introduced the creation of a meta-portal of openly licensed, no cost university level resources in French.  The portal, IDNEUF, now hosts more than 35,000 OER.


In April 2016, the Organisation Internationale de la Francophonie (OIF), which works on behalf of French speaking people around the world, published a guide to competencies in creating and using OER, designed to highlight the important skills need to be effective with OER for teachers, administrators, and policy makers. http://www.francophonie.org/referentiel-rel.  OIF continues to see open education as an important component of their goals to achieve access, equity, and excellence in education.
