Hordaland County Council, NORWAY
Øivind Høines has played an active and important role in establishing Norway as a leading OER- Country.
He has been the CEO and Executive Editor for the Norwegian Digital Learning Arena (NDLA) for more than ten years. In 2017 NDLA received the OE Award – OER Site “A sustainable large- scale model for OER”. NDLA is one of the largest OER sites in the world, and supplies all Norwegian uppers secondary schools / K-12 with open digital learning material.
NDLA is jointly- owned by the County Councils of Norway, and Øivind Høines has been employed at Hordaland County Council since 1998, where he is currently a senior adviser to the County Director of Education . He lives in the World Heritage City of Bergen.
