Highly experienced researcher and consultant on social, economic, organizational, ethical, fair, and inclusive aspects of education and learning. I conducted many quantitative and qualitative research, consultancy, monitoring and evaluation projects, nationally and internationally, in technical vocational education and training (TVET) and in higher education (HE), both nationally and internationally.
I worked as assistant professor at University of Technology Eindhoven, and as senior researcher at the Dutch national research institutes TNO and NEA.
From the mid-1990s, my attention shifted to technical vocational education and training, and to lifelong learning, first in the field of logistics, transport, and infrastructure, and later to TVET and HE more generally.
From 2002 I was member of general management of the Open University of the Netherlands, where I was responsible for the (commercial) reach-out lifelong learning activities and programmes. From 2007, I was charged with setting up a network-organized cooperation of the OUNL with public universities of applied sciences.
As of 2014, I am director of the independent consultancy and research firm OpenEd Consult in the Netherlands, and associated partner to FiBS, Germany, and to ResearchNed, Netherlands. I was also affiliated researcher to the UNESCO OER chair at Fontys University of Applied Sciences, Netherlands.

"Guidelines on the Development of Open Educational Resources Policies"
The publication provides guidelines and a systematic approach to develop and implement open educational resources policies in different contexts to achieve the targets of Sustainable Development Goals 4. Using a six-stage approach, the guidelines provide several templates and questions along with theoretical underpinnings and practical examples to help government officials and experts develop policies that are grounded on the needs of the stakeholders.
